- VI. The zone of consideration for promotion in this grade would consist of all the members of the Service who have completed 30 years of service. - Promotion norms should be more stringent than at present and based explicitly on competition rather than on simple attainment of a-priori benchmarks. A clear signal should be conveyed to the officers that unless they perform well and improve their professional knowledge and skills, they would not be promoted.
